Title
Melin Homes - Window Cleaning Services Contract

Description of the goods or services required
The successful Contractor will be required to provide Window Cleaning Services to various premises throughout the borough as detailed in this document. In satisfying this requirement they shall operate a fully managed Window Cleaning service, which will meet the requirements identified in the Specification below
The contractor shall provide Window cleaning Services for a wide range of building in the Melin Homes Portfolio. The contract will be award to one contractor who will be responsible in providing a service over 4 local authority areas; Torfaen, Monmouthshire, Newport and Blaenau Gwent.
There are three (3) types of property included in this tender and the specification of window cleaning for each type is as below:
Melin Homes Office
Sheltered Accommodation
General Housing
Melin Homes Office – 2 buildings in one location. The Service Provider will ensure that Melin Homes' offices are cleaned during opening and closing hours 7am and 7pm.
Sheltered Accommodation – properties which allow independent living for residents such as those with supported needs and over 55s. These properties may or may not have communal areas such as lounges, kitchens and laundry rooms.
General Housing – Including flats.

Total quantity or scope of tender
Cleaning of all external glass surfaces forms the core requirement of this contract. All properties to be cleaned quarterly using hot water fed system. All the exterior glass shall be cleaned on every visit, with the frame surrounding the glass to be cleaned annually. Internal Glass on external entrance doors will be included. No other internal glass to be considered.
The contractor is required to achieve and maintain a high level of cleanliness throughout all Melin Homes Buildings.
The contractor is required to;
Provide cost efficient, quality driven Window Cleaning Services, which achieve an optimum standard of cleaning for all buildings owned and managed by Melin homes appropriate for their use.
Provide a standard of services that helps to maximise customer satisfaction and provides a positive image of Melin Homes.
Ensure best practice and innovation that fosters measurable, continuous Service improvement in line with Best Value
Deliver a high standard of Windows Cleaning Services with the use of sustainable and environmentally friendly materials.
Take a proactive attitude to relationship management and delivery of effective customer care services
Ensure a flexible and sympathetic response to any unplanned or reactive requirement

3 Conditions for Participation

The contractor shall provide evidence to Melin of its relevant qualifications/Memberships, for example
ISO 9000/9002 or equivalent certificate
Federation of Window Cleaners
British Window cleaning Academy
Contractors Health & Safety (CHAS)
BS8213: Part 1 code of practice for safety in use and during cleaning
All Services are to be performed in accordance with Window Cleaning Industry Good Practice. The Services provided must comply with all Statutory Requirements, and relevant British and European Standards (either periodic or annual)

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
It is Melin Homes' responsibility to deliver and report on Welsh procurement, supply-chain opportunities, resource and waste, and community donations, to enable us to monitor our economic and environmental impact in Wales.
Therefore, the successful applicants will be required to support these activities based on the minimum guidelines of 0.5% of the contract value will be payable by the contractor/supplier. Invoicing for the Sustainable Communities Fund sum will be subject to VAT and invoices raised at time agreed at purchase/pre-contract.
