II.1.4) Short description
The Access Infrastructure operation is a key part of the Pembroke Dock Marine Project and will specifically include:
1) A new supersize access slipway, and
2) A new workboat berthing facility.
The Port now intends to appoint a specialist Marine Consultancy team with a single point of responsibility, for the detailed design services and construction contract supervision under the terms of an NEC3 Contract agreement. The Lead Consultant will be responsible for the technical delivery of the project from inception through to site delivery. Services expected will include:
- Lead consultant
- Marine Civil Engineering Design
- Mechanical and Electrical Engineering (M&E)
- Principal Designer
- Site Supervisor
Consultants responding to the PQQ will be expected to demonstrate proven experience in the design and supervision sector for major Marine Engineering projects.

II.2.4) Description of the procurement
The Port of Milford Haven is a trust port and is the UK’s top energy port and Wales’ busiest port handling around 20% of Britain’s seaborne trade in oil and gas. The Port of Milford Haven also owns and operates Pembroke Port and Milford Dock.
The Port of Milford Haven has prepared a development plan for the strategic improvement of Pembroke Port, aligning itself with the Swansea Bay City Deal. This redevelopment along with other project elements are collectively known as Pembroke Dock Marine. This UK and Welsh Government supported project will support the diversification of a strategic UK fossil fuel energy hub into a centre for the renewable energy industry. This will protect both the region and UK in terms of energy security, economy and inclusivity while also working towards achieving decarbonisation targets.
This would be the first of its kind in Wales and would assist in diversifying the already established oil and gas supply chain, as well as attracting new business (in the form of developers and associated supply chain) to the region.
Pembroke Dock Marine comprises four separate but interrelated elements that together will build on an existing energy cluster that has grown around the Pembroke Dock area, in order to develop a world class centre for blue economic development.
The Port of has secured funding from the Welsh European Funding Office (WEFO) and further funding is expected from the Swansea Bay City Deal and the Port of Milford Haven. Given the contribution of public funds for the works, compliance with WEFO requirements will be mandatory for all consultants engaged in the project.
The Access Infrastructure operation is a key part of the Pembroke Dock Marine Project and will specifically include:

The Concept Design for both elements can be found at Appendix A
The Port of Milford Haven have engaged Framework Consultants to prepare an Outline Design for both elements to enable the planning application, EIA and Marine Licence applications to be submitted.
The Port now intends to appoint a specialist Marine Consultancy team with a single point of responsibility, for the detailed design services and construction contract supervision under the terms of an NEC3 Contract agreement. The Lead Consultant will be responsible for the technical delivery of the project from inception through to site delivery. Services expected will include:

Timescales:
At the discretion of the Port of Milford Haven and based upon the assessment of PQQ submissions against the evaluation criteria, it is anticipated that shortlisted tenderers will be invited to attend ‘a meet the buyer event’ at Pembroke Port prior to the issue of Tender Documents.
It is anticipated the contract for the Detailed Design will commence in Q1 2020.
