WPA is commissioning the DPS to support Contracting Authorities to meet the Welsh Government’s target to build 20,000 new affordable homes by the end of this parliamentary term. Plus, supporting Welsh Housing Associations in their aim to build over 75,000 affordable homes over the next 20 years. Hence WPA setting an indefinite lifespan on the DPS to facilitate these ambitions: not least as the DPS will be open to new participants during its lifetime and all Projects will be tendered, so ensuring open competition. Consequently, Contracting Authorities as defined by the Public Contracts Regulations 2015 and as described inwww.lhc.gov.uk/24 may use the DPS to procure their requirements.
WPA reserves the right to combine Lots (within an Area or by Value-Bands (across Areas), where it is considered necessary to create genuine competition e.g. due to insufficient Bidder numbers.

Whilst a contract award date of 26th October 2020 has been stated this relates to a 30-day period after publication of this advertisement, from which date tendering within the DPS may commence. However tendering is not expected to commence until 16th November 2020 at the earliest.
The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Award date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Sell2Wales portal (www.sell2wales.gov.wales) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.
Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
— Use of Payment Bank Accounts (when applicable) and adherence to the Prompt Payment Code,
— Creation of employment opportunities, workforce and training initiatives such as jobs, apprenticeships, work placements, internships and training courses,
— Assurance of equality in the workplace through equal pay and payment of the Living Wage,
— Environmental protection, reduction of negative environmental impacts and creation of environmental improvements,
