Description of the goods or services required
This is an invitation to tender (ITT) for the contract for Pembrokeshire coordinator during the 17 month development phase of the Natur am Byth project.
MCS, who are leading on Marine Treasures, the marine component of the Natur am Byth project, are seeking to let a separate contract for each of the coordinators of the two marine project areas: Pembrokeshire and Llŷn & Ynys Môn. MCS will manage these contracts with additional support provided by the Natur am Byth (NaB) project management staff. Each of the contracted regional coordinators will supervise the species/theme-specific contracts determined for each area.
It is anticipated that the delivery phase of NAB will follow on from the development phase, and that MCS will let additional contracts for the delivery of the work planned and initiated during the development phase.
The marine project covers the following marine species and themes,
Native oyster (Ostrea edulis) – Pembrokeshire focussed, although links to Llŷn & Ynys Môn region
Pink sea fan (Eunicella verrucosa) – Pembrokeshire only
Seagrass (Zostera spp.)– covers both regions
Crawfish (Palinurus elephas) – covers both regions
Water quality theme – covers both regions
Lead Supervision
This ITT covers the Pembrokeshire coordinator contract which will provide lead supervision on the Native oyster and the Pink sea fan projects. A separate invitation to tender will be issued for the Llŷn & Ynys Môn coordinator who will provide lead supervision for the seagrass,crawfish and water quality projects. The Pembrokeshire coordinator will support the delivery of the development phase outputs of the seagrass, crawfish and water quality projects within Pembrokeshire.
The contract will include regular communication between the regional coordinators (at least weekly), MCS (at least weekly) and the Natur am Byth project team (at least monthly) and the marine project development group (monthly). Where possible and to maximise stakeholder engagement (and minimise stakeholder fatigue), regional coordinators will organise multi-species workshops.
Project management
Regional coordinators will have an understanding of all aspects of project development including project management, monitoring, working with stakeholders, engagement and education. Regional coordinators will collaborate with MCS and Natur am Byth project staff and partners to develop project documentation (including budgets, outputs and contracts) to support the delivery of the development phase and the application to the National Lottery Heritage Fund (NLHF) for funding for Stage 2 (delivery) of the Natur am Byth project.
Regional coordinator contracts will be awarded first (prior to the species/theme contracts), enabling regional co-ordinators to be involved in procuring the species/theme contracts together with MCS and NRW. A separate ITT will be developed for Native Oyster project. Contracts for Crawfish, Pink Sea Fan and Seagrass and Water quality will be commissioned using single or multiple quotations, depending upon contract size and in line with MCS’ procurement rules. The regional coordinators will supervise these contracts.
