Justification:
Having just completed and awarded an open procurement over the past 4 to 6 months for the purchase of 1000 touchscreen laptops. The awarded supplier is now unable to provide the touchscreen laptops and we have been informed that there is a shortage of all touchscreen laptops in the quantities we require.
Therefore this unforeseen situation has resulted in the urgent requirement of having to run another procurement exercise with an amended specification for non-touchscreen laptops, as this is the fairest and most open and transparent way.
However due to the delay caused by this failed procurement exercise we are now at risk of running out of laptops for our staff.
Therefore we have to complete this process as quickly as possible in order that we can maintain service delivery, especially with staff still working remotely at home - we are reducing the procurement timescale to 15 days.
