Abstract

Welsh Government is looking for an organisation to carry out research of a process and impact evaluation across two phases to understand the effectiveness of the Joint Evaluation Team (JIT) in relation to its key performance indicators. The evaluation will consider, but is not limited to: • The establishment and recruitment of the JIT. • The development of the risk-based methodology and process to prioritise buildings for inspection. • The programme of inspections and their resulting outcomes. • Relationship between the JIT, local authorities, Fire and Rescue Service and Fire and Rescue Authorities. • Governance of the JIT. • Awareness of the JIT amongst key stakeholders. • Effectiveness of training materials developed by JIT to support enforcement authorities and build capacity for inspections of high-rise residential buildings. • How JIT supports referrals to, and complements the work of, the Welsh Building Safety Fund. The evaluation will make recommendations for the future of the JIT beyond its current term. The Welsh Government will use this research to evaluate the effectiveness of the JIT.
