Description of the goods or services required

Qualifications Wales wishes to award contracts for the provision of non-executive (lot one) and executive search (lot two) services to support the recruitment of both Board members and senior staff, for a period of two years, with an option to extend for up to a further twelve months subject to a maximum spend over the contract period of £139,688 including VAT.

Non-executive search services for Board members will usually involve:

- If requested, advice on the draft role description and with Qualifications Wales and Welsh Government Public Bodies Unit (PBU)

- Generating interest and targeting of potential candidates through professional networks and personal contact

- On-going communication, advice and support to WG PBU or WG sponsor team as required.

Executive search services for senior staff will usually include:

• Review of proposed job description, salary and design of recruitment process with Qualifications Wales

• Campaign to promote the role and generate interest

• Targeting of potential candidates through networks and personal contact

• Vetting for suitability and assessment of potential candidates as agreed with the Customer in advance

• Production of a long list of candidates, together with detailed reports on individuals

• Advice to Qualifications Wales on assessment criteria and assessment centres

• Potential to provide on-line bilingual tests/assessments for Qualifications Wales’ use

• Advice to Qualifications Wales on candidates to create a shortlist

• On-going communication, advice and support to Qualifications Wales as required.

• Support on-going search process should the ideal candidate not be found in the first round.
