Severn Wye Energy Agency is looking for contractors to provide a fully managed (Tier 1) service for the installation of energy efficiency measures to SMEs in Powys. Mid Wales Business Energy Efficiency Boost will enable SME’s in Powys to reduce their carbon footprint as well as reducing their energy costs, making them more viable as businesses and support growth. There is potential to extend contract beyond existing projects dependent upon performance.

Total quantity or scope of tender

Contract value: Estimated up to £200,000 depending on the uptake of the scheme. Works to be across approximately 20 buildings. Where energy efficiency improvements that require a capital investment, SWEA will administer grant funding for 30% of the cost, up to a maximum of £10,000. There is no commitment from the SMEs to support this scheme and there is a possibility that no work will be forthcoming.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The successful Tenderer will:

• Have a successful track record in delivering similar schemes in Wales.

• Have PAS 2030 and PAS 2035 certification. If not certified, all will works will comply with PAS guidelines and the successful Tenderer will commit to obtain PAS certification within 6-months of the contract award date. Additional PAS 2038 certification is not required but would be considered advantageous.

• Be proficient in Welsh and able to provide documents, communication, and support in the Welsh language.

• Operate an open-book financial process and be able provide evidence of all financial transactions relating to the project.
