Qualifications Wales wishes to award a three-year contract for the provision of Online Recruitment Advertising with an option to extend for up to a further twelve months

Total quantity or scope of tender

In the financial years of 21/22, we conducted 17 recruitment campaigns and the same amount in 22/23. As of April 2023, we have so far conducted 7 with further requirements already planned. Our recruitment can vary. In our core business (Regulation and Qualifications Policy and Reform) we are seeking skills in assessment, knowledge of the education sector, experience in regulation or monitoring and compliance. We also have a Policy function, a Research and Statistics team, Communications and the range of Corporate Resources (Procurement, Finance, HR, IT etc). All our recruitment is managed by our HR team which consists of 3 FTE (Head of HR, HR Manager and a HR Assistant). We have a contract in place for temporary agency contracts which we use for short term vacancies. We do also sometimes engage agency support if a role is particularly challenging to recruit to.

Our turnover of staff varies and over the last two years has been approximately 14%.

3 Conditions for Participation

Minimum standards and qualification required

Any external documentation must be provided bilingually within Wales (job adverts/role description). We will provide role descriptions and role adverts in both languages. If the Supplier proposes to make use of social media, these must be bilingual. Direct contact (telephone calls, Linked In contact, email etc) does not need to be bilingual, although being able to provide a Welsh speaker may be an advantage to securing additional interest from Welsh speaking candidates.
