Abstract

The current Volunteering Wales Platform (VW) volunteering-wales.net was launched in 2018 as an online platform used by Volunteer-Involving Organisations (VIOs) to identify and recruit volunteers and used by volunteers to search and join volunteering opportunities. It is now established as a principal component of the volunteering infrastructure in Wales with County Voluntary Councils (CVCs) throughout the country contracted to use the platform to support and standardise the recruitment, management, and reporting of volunteering activity. Since 2018 we have learned from the current system, reviewed its operation and surveyed a wide range of stakeholders on their requirements. Moving forward, a mix of both traditional website and iOS/Android apps will be required. The Volunteering Wales platform is foremost a system to recruit volunteers, therefore the onboarding of volunteers must be at the heart of the development of the system. Both volunteers and organisations recruiting volunteers must have user friendly and flexible access. The Volunteering Wales platform is a system where developing stakeholders and emerging projects will be part of the growing importance of this all-Wales platform This specification sets out in broad lines the requirements of a system to be designed exclusively for Volunteering Wales. It is visualized that the successful tender will be working closely with WCVA and allocated focus teams to develop a new Volunteering Wales platform.

If the tenderer does not have or will not commit to meeting the requirements of the Cyber Essentials Certification Scheme or equivalent this will be an automatic fail.
