Minimum standards and qualification required
Essential Requirements:
Hosting: Must be cloud based, hosted by the LMS provider as a Software as a Service (SaaS) solution, and comply with UK data protection and security standards.
Integration: Must be able to integrate with Azure Active Directory (SSO Single Sign On), Office 365 (Outlook Calendar/MS Teams Meetings/Microsoft Dynamics), and other existing systems and platforms used by Careers Wales.
Welsh Language: Must support multilingual functionality, allowing users to access the system and the learning content in both English and Welsh languages. The new LMS must also allow users to choose between the English and Welsh versions of a course, and report on their completion status (combining data from both English and Welsh versions of the course).
Data Migration: Must have the capability to import existing data and content from the previous LMS, including learner data, course enrolments, completion records, and SCORM files. The new LMS must also enable data exchange between the HR system (Dynamics) and the LMS, such as synchronising user information, adding new employees, adding changes of line manager.
User Experience: Must offer a user-friendly and intuitive interface, with easy-to-use search and navigation features, and seamless access to micro-learning without cumbersome enrolment processes.
Accessibility: Must meet the Web Content Accessibility Guidelines (WCAG) 2.x, ensuring that the system and the learning content are accessible to all users, regardless of their abilities or preferences.
Synchronous Courses: Must have a booking system for synchronous learning events, such as webinars, workshops, training sessions and courses, that integrates with Outlook Calendar and MS Teams Meetings allowing users to register, cancel, or reschedule their bookings.
Reporting: Must have a dashboard feature that enables managers to easily see the learning activities and progress of their teams and identify any outstanding mandatory learning. The new LMS must also have a user-friendly reporting feature that allows administrators to generate, export, and share reports on various aspects of the learning data, such as course participation, completion, evaluation, and impact, by line manager, department, or other criteria.
Support: Must offer prompt and reliable support services, including set-up support and initial training, on-going support for the admin team, and regular system updates and maintenance.
Social Learning: The new LMS should have features to encourage social learning, and enable learners to upload their own content, and recommend content to others.
