A single contract has been procured on behalf of DEVCO which is made up of the following organisations - Cynon Taf Community Housing Group, Merthyr Tydfil Housing Association, Hafod, and RHA Wales Group, (“DEVCO organisations”) for the provision of heating equipment servicing, repairs, and installation works.
The contract established following the procurement will run for a maximum term of ten years, with the option for DEVCO organisations to withdraw following the end of year 3, year 5 and year 7.
The estimated contract value per annum is 2,025,299 GBP exc VAT.

The core services required under this contract are as follows:
- Domestic gas servicing (ten-month cycle) and repairs to heating/hot water systems and gas supplies;
- Communal gas servicing (ten-month cycle) and repairs to heating/hot water systems and gas supplies;
- Capping / uncapping of gas supplies to void properties;
- Domestic - new boiler installations / heating system installations;
- Communal - new boiler installations / heating system installations;
- Domestic - heating system upgrade works / gas supply upgrade works;

- Domestic - servicing and repairs to electrical heating/hot water systems;

Precise information on deadline(s) for review procedures:
DEVCO organisations incorporated a standstill period at the point information on the award of the contract was communicated to tenderers. That notification provided full information on the award decision. The standstill period was for a minimum of 10 calendar days, which provided time for unsuccessful tenderers to challenge the award decision before the contract was entered into. The Public Contracts Regulations 2015 (SI 2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales, and Northern Ireland).
