The Authority, through our Capital Ambition objectives, have an ambitious housing delivery programme to deliver at least 2,000 new homes, with 1,000 completions by December 2022. We are passionate about reinvigorating Council house building, avoiding generic housing estate architecture by delivering modern high quality homes that are affordable, adaptable and respond positively to the demands of the 21st century for low impact, low energy development.
New developments that we deliver as part of this ambitious programme will include Council rented homes and affordable homes to buy through our Assisted Home Ownership scheme and (where appropriate) homes for market sale. Our projects will be tenure blind, creating cohesive and sustainable communities.
All new Council homes must comply to Welsh Government Development Quality Requirements (DQR) as a minimum. We also require compliance with RNIB ‘Platinum’ housing sight standards and Secured by Design "Gold Standard".

We are looking to engage with tenderers with a proven track record of delivering quality new homes, working to best practise and with an ability to work proactively with us in delivering our Socially Responsible Procurement Policy objectives. It would also be advantageous if a tenderer can also demonstrate experience in the delivery of schemes at the contract value specified.
As set out in this PQQ, tenderers are invited to bid for either or both projects.
The successful tenderer/s will complete the design and construct the development of:
60 new 1 and 2 bed independent living apartments together with ancillary external works and drainage/utility connections at St Mellons.

This PQQ is being provided on the same basis to all Potential Providers. The Contracting Authority will not enter into detailed discussion of the requirements at this stage. Both the question and the response will be communicated in a suitably anonymous form, to all Potential Providers who have responded; have expressed an interest; or those that show an interest before the closing date for the submission of the PQQ.
The Contracting Authority will not reimburse any costs incurred by Potential Providers in connection with preparation and submission of their responses to this PQQ.
The Contracting Authority reserves the right to cancel, pause or halt the tender process at any time. The Contracting Authority is not liable for any costs resulting from any cancellation / delay in this tender process or for any other costs incurred by Potential Providers tendering for this Contract.
The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Award date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Sell2Wales portal (www.sell2wales.gov.wales) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.
Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives.
