Linc-Cymru Housing Association Ltd is seeking a suitably qualified, skilled and accredited organisation to provide servicing, repairs and maintenance including statutory safety checks of domestic and commercial heating and hot water systems (HHWS) located in Linc’s properties. Linc proposes to establish a contract of two (2) lots for these requirements. Lot 1 - Domestic HHWS covering approximately 3,500 HHWS appliances of varying fuel types and Lot 2 - Commercial and communal HHWS covering approximately twenty-three (23) HHWS appliances and plant.

II.2.4) Description of the procurement
Service, Repair and Maintenance including statutory safety checks of domestic Heating and Hot Water Systems, Heat Detectors, Smoke Detectors and CO Detectors in approximately 3,500 domestic properties throughout Linc’s area of operation.
The successful organisation will be required to provide an all-inclusive service package covering the testing, repair and servicing inclusive of mandatory landlord safety checks for all HHWS including servicing of TRVs; the testing, servicing and replacement where defective of heat detectors, smoke detectors and CO Detectors on an annual basis; and the responsive maintenance and repair of HHWS on the request of Linc or its Customers.

The contract shall incorporate the option to include cold and hot water responsive repair plumbing works.
Cold and hot water plumbing works will be treated as an option under each Lot and as such no guarantee, warranty or undertaking is offered in relation to soliciting or accepting any proposal for provision by the appointed organisation.
In all circumstances, the successful organisation(s) awarded the contract will be requested to submit a proposal or quotation for provision of cold water plumbing responsive repairs works. This proposal or quotation will be benchmarked against alternative sources of provision. The request for provision of cold water plumbing responsive repairs works may be made at any time during the contract.

II.2.4) Description of the procurement
Service, Repair and Maintenance including statutory safety checks of commercial Heating and Hot Water Systems and combined heat and power systems in commercial and communal properties throughout Linc’s area of operation.
The successful organisation will be required to provide a service package for the testing, servicing and statutory landlord safety checks including servicing of Thermostatic Radiator Values and provision of a Planned Preventative Maintenance Schedule for each commercial and communal Heating and Hot Water System and combined heat and power system within the scope of the contract. In addition the successful organisation will be required to provide responsive maintenance and repair of commercial and communal Heating and Hot Water Systems and combined heat and power systems on the request of Linc or its Customers.

VI.3) Additional information
It is the preliminary view of Linc that there may be Transfer of Undertakings (Protection of Employment Regulations) 2006 as amended (‘TUPE’) implications attached to this contract. Basic Employee Information (‘TUPE Information’) has been provided by the current Service Provider(s). In accordance with Regulation 21 (3) of the Public Contracts Regulations 2015 as amended, Linc requires Tendering Organisations to request a copy of the TUPE Information via the electronic procurement solution messaging facility. This request must include a signed copy of the Non-Disclosure and Confidentiality Agreement on the Tendering Organisations headed paper. The Non-Disclosure and Confidentiality Agreement is included as an appendix to the Invitation to Tender document.
The deadline for requesting TUPE information shall be 12:00 Hours (noon) on Monday 25 January 2021.
For the avoidance of doubt the time limits for response to this contract opportunity have been calculated taking into consideration the above requirements in accordance with Regulation 53 (5) of the Public Contracts Regulations 2015 as amended.
