II.2.4) Description of the procurement
This is a PQQ for the design and build of a Passvihaus residential scheme comprising 34 over 55s flats and 4 general needs houses. The contract will be a sectional completion contract with Stage 1 comprising the demolition of the existing structure and Stage 2 comprising the design and build. The scheme has been approved for funding under the Welsh Government Innovative Housing Programme. The completed scheme will need to achieve Passivhaus certification.

Justification:
Due to mandatory time constraints set by the Innovation Housing Grant Programme that we must meet to qualify for the required funding, we have a very restricted timescale to obtain a signed build contract.
