II.2.4) Description of the procurement
This is a PQQ for the design and build of a Passvihaus residential scheme comprising 34 over 55s flats and 4 general needs houses. The contract will be a sectional completion contract with Stage 1 comprising the demolition of the existing structure and Stage 2 comprising the design and build. The scheme has been approved for funding under the Welsh Government Innovative Housing Programme. The completed scheme will need to achieve Passivhaus certification.

Justification:
Due to mandatory time constraints set by the Innovation Housing Grant Programme that we must meet to qualify for the required funding, we have a very restricted timescale to obtain a signed build contract. It is therefore of paramount urgency that we receive PQQ response to allow us to move forward into the tender stage.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. A brief summary of which is provided below:-
Apprenticeship or Paid Trainee Placement
The Employer requires the Contractor as a minimum to provide one full-time apprenticeship or (paid) trainee placement, and 10 weeks unpaid work experience, per GBP 1m or part thereof in contract value
throughout the contract period.
For the purpose of meeting the requirements for new trainees/apprenticeships to be engaged in connection with the project in accordance with the Employer's Requirements, the contractor will be able to offer any of the following per million pounds of the contract.
A minimum of new entrant apprenticeships as per contractor’s submission to be recruited from the following options;
- Create a new entrant trainee or apprenticeship;
- Utilise a shared apprenticeship scheme such as Y Prentis to offer a total of 52 weeks apprenticeship
placement; or
- In some circumstances a sustained apprentice who has previously been employed as a direct result of a
social inclusion clause who has been displaced because of the end of a previous contract.
Work Experience
The Employer is conscious that this contract has the potential to deliver work experience opportunities to
the residents of the Blaenau Gwent area. The Employer requires the Contractor as a minimum to provide 10
person-weeks unwaged work experience opportunities per million pounds contract value.
The equivalent of 30 Person weeks is to be made available as unwaged work experience opportunities for
people provided by an organisation that has undertaken appropriate pre-site preparation and a risk
assessment.
Community Benefit Fund
The Community Benefit Fund sum is a sum of money to be paid by the Contractor to the Employer to be utilised by Linc Cymru to fund community benefit activities at its discretion. This contract has a
Community Benefit Fund Sum representing 0.25% of the Contract Sum as at the date of this Contract.
