Abstract

In January 2020, the Welsh Government published the updated version of the new Curriculum for Wales. The new curriculum will be introduced for first teaching to learners in year 6 and below in Wales from September 2022. Given the changes to the curriculum in terms of organisation, structure, aims, purposes and content, qualifications taken by learners at 16 will need to be reformed where appropriate in order to complement, and better reflect, the new curriculum. These qualifications will be first taught from September 2025, with the first award likely to occur in summer 2027. QW has launched a series of public consultations seeking views on the reform of qualifications taken by learners at 16. We are using the findings from each consultation to inform and support the development and reform of qualifications. The third engagement/consultation on GCSEs will take place between 4 October and 16 December 2022 and it will be a 10-week consultation. There will also be a second piece of work linked to the Qualified for the Future work on the wider offer of qualifications that will take place between January 2023 and March 2023 (date tbc). For the GCSE piece of work, the Supplier will be required to: 1. Design the young people’s versions of the proposals at a glance and create Welsh and English versions (27 subjects will require Welsh and English versions of a length of around 300-400 words each) 2. Produce the young people’s version of the consultation survey questions (in both Welsh and English). The design to include the adaptation of text and questions from the standard version of the proposals at a glance, and selection of appropriate visuals appropriate to these audiences. 3. Produce a report for publication on the Qualifications Wales website, (in Welsh and English) in a young people’s version. Total quantity or scope of tender

The contract period will be 30 August 2022 until 29 August 2023 with the option to extend for three further periods of up to 12 months each subject to the total contract spend not exceeding £138,000 including VAT.

We have initial youth friendly requirements related to our 'Qualified for the Future' (Curriculum for Wales) consultations relating to new GCSEs and wider offer work. We may also call off further requirements for youth friendly and easy to read information during the contract period.

Clarification regarding timeline for delivery
A question was submitted as follows against another tender we have live that related to this tender. As the requestor has not submitted it against this tender in the Q&A section, we are providing it as additional information:

What is the timeline for the development of the youth friendly - 27 subject documents (GCSE work) - are these due prior to the consultation in October or a later date? - it is a little unclear in the timeline as to what outputs are required when.

Our response:
The youth friendly versions of the 27 subject documents are required prior to the consultation opening on 4 October. Please refer to paragraph 6.5 in section 6 of the invitation to tender. We will share the proposals at a glance and survey questions on 31 August. The supplier will share initial drafts with QW by 5 September to allow time for feedback from QW and further changes to be made. The supplier must provide all final versions of the youth friendly proposals at a glance and survey questions by 22 September
