II.2.4) Description of the procurement
The Trust is seeking to let a single contract for the supply, delivery, installation, implementation and transition of a fully Integrated, Interoperable Radiotherapy Solution (the "Solution") together with associated ongoing equipment, support and maintenance.
Delivery of the Solution will initially be to the existing Velindre Cancer Centre (VCC) in Cardiff, with subsequent delivery and potential transition (from the existing VCC) to the planned, new Velindre Cancer Centre and potentially a radiotherapy satellite centre at Nevill Hall Hospital in Abergavenny.
It is currently anticipated that delivery and implementation of the Solution – which could comprise of up to eighteen (18) treatment machines ( depending on type and configuration of Bidders' respective proposals ), together with an associated treatment planning system and an oncology information system - will commence circa late 2020/early 2021 and conclude in late 2024/early 2025 (based on current programme assumptions which may change); associated support and maintenance services will be provided for a period of 10-15 years.
The Trust will also explore, as part of its requirements for the Solution, Bidders' strategic partnering proposals to deliver, inter alia, research and innovation initiatives.

The contracting authority reserves the right to award the contract in whole or part or to annul the tendering process and not award any contract.
The successful supplier will be required to deliver community benefits in support of the contracting authority's social, economic and environmental objectives. Accordingly, contract performance conditions may relate to social, economic and environmental considerations.
A shortlist of up to 4 bidders will be invited forward to the competitive dialogue stage. In the absence of 4 qualifying bidders, the Trust reserves the right to proceed with a smaller number of bidders.
